Though I have found no evidence to support this, the USCG photo shows that this light was at some point located on land.
The 1893 Light List has it on a pier and the 2000 Light List says it currently resides on a pier.

LOCATION: Near outer end of N pier, Portage Lake Harbor, E side of Lake Michigan
